He seems to accept the inevitability of a completely electronic monetary format, though he acknowledges the expense it entails to maintain and protect such a vast and pervasive network. He makes an argument, which I believe favors "nationalization" of the creation of money, taking that exorbitant-privilege away from ordinary bankers and reserving it for sovereign nations (well, their central bankers, not the politicians, as goes-without-saying...)
