His purpose is to enlarge and consolidate the American imperial footprint, grabbing big, close, undefended Greenland, while stepping back from expensive operations farther away, with supply lines that would be indefensible in a major war. Meanewhile, his Strategy of Denial, blocking supply lines, markets and payments to rivals, is not-quite-war in itself. He would like to peel Russia away from China, and to get Europe to engage Russia more productively.
